This paper focuses on the importance of acquiring language and cultural skills for the benefit of Victoria. It finds that Mandarin is predominately understood as either a community language or a trade language.
It highlights current Victorian government initiatives worthy of support and development, as well as identifying gaps in language and cultural skills initiatives. Mandarin was chosen as a case study due to its prevalence as a community language in Victoria and for its increasing importance as a language for trade. As young people make up a large number of the Victoria’s Mandarin-speaking community, and a growing number of young Victorians are studying the language for future economic benefit, the consultation focused on an 18-37 year-old age group.
