The prevention of violence, abuse, neglect and exploitation of people with disability from migrant and refugee backgrounds must be informed by an understanding of their unique experiences, strengths and concerns, and of the drivers of these behaviours. People with disability from migrant and refugee backgrounds face a range of circumstances that increase their risk of experiencing violence, abuse, neglect or exploitation in a variety of settings.

ECCV’s submission to the Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability makes 33 recommendations about how the Commonwealth and State Governments, and service providers including education, employment, health and disability services, can take responsibility to uphold human rights, ensure inclusion, and maintain environments where people with disability from diverse backgrounds feel safe and included.

Addressing violence, abuse, neglect and exploitation of people with disability from migrant and refugee backgrounds must start by addressing inconsistent data collection practices that do not allow a full picture of their experiences and needs to emerge.

Issues around safety and trust are major factors contributing to the risk of violence, abuse, neglect and exploitation of people with disability from CALD backgrounds. Policies must be implemented to enhance information sharing and delivery and increase access to professional translating and interpreting. Addressing violence against people with disability must involve building their capacity to participate in decision-making at all levels. Ensuring cultural safety, trauma-informed support, and inclusive practices are essential to addressing the core factors that place people with disability from CALD backgrounds at risk of experiencing violence, abuse, neglect and exploitation.

Solutions to these challenges require leadership at government, agency, and community levels. ECCV looks forward to supporting the government in implementing the recommendations contained in this submission.
