ECCV’s submission responds to issues raised by Victoria’s multicultural ageing and aged care sector regarding the transition of the Commonwealth Home Support Program (CHSP) to Support at Home Program.
Drawing on consultations with ethno-specific and multicultural aged care providers, we highlight significant concerns that the current reform process does not adequately reflect the needs of multicultural seniors. The submission also notes that small and medium-sized ethno-specific and multicultural community-based CHSP organisations are at risk of being pushed out of the market. ECCV emphasises that culturally safe, flexible, and community-embedded CHSP services are essential to achieving equitable aged care access in Australia’s culturally diverse society.
The proposed transition timeline to Support at Home by 1 July 2027 places disproportionate pressure on small and medium ethno-specific organisations, many of whom lack the resources to rapidly adapt to new funding models, governance changes, digital systems. ECCV is concerned that without an extension of the transition timeline and more targeted support, there is a real risk of provider exit, reduced service diversity, and poorer outcomes for multicultural seniors, including those living in regional areas.
ECCV’s recommendations aim to ensure continuity of culturally appropriate care throughout and beyond the CHSP transition.
